Every person on the estate has individual skills, health, fatigue, fear, trust, literacy, morale, and family connections. Your policies affect how people work, how they resist, and whether the estate moves toward reform or deeper oppression. Choose between two very different paths: Reform and Liberation Improve living conditions, provide wages, allow education, protect families, issue freedom papers, support escape networks, and transform the estate into a free settlement. Control and Exploitation Increase quotas, hire guards, lock routes, expand surveillance, and pursue profit through fear.
